Kip Webb, MD, MPH

Board Director, Central Maine Healthcare

Healthcare Leader, Lecturer

Dr. Kip Webb has been successful in leading healthcare reform as a pediatrician, professor and business leader. He is a highly sought-after public speaker who has been asked to present on myriad topics, including healthcare reform, consumerism, digital innovation, social determinants of health and clinician burnout.

Dr. Webb became an assistant professor at Stanford University Medical School while still in his twenties and was named “Teacher of the Year”. He later joined the faculty of Tufts University Medical School, and his academic work has been published in peer-reviewed journals, including the New England Journal of Medicine, Journal of the American Medical Association, and Pediatrics.

Dr. Webb was recruited to be managing director at Accenture, an IT services company, where he was selected one of the firm’s “Top 30 Leaders.”

He earned a bachelor’s degree in English and Biology at Amherst College, his Doctor of Medicine at Cornell University and his Master of Public Health at the University of Massachusetts. Kip lives in San Francisco with his family.

Geoffrey S. Swift

Board Director, Central Maine Healthcare

VP, Finance & Administration and Treasurer, Bates College – Strategy – Higher Education – Nonprofits

Geoff Swift joined the Bates staff in 2014 to oversee the finance, facilities, dining and human resource functions at the college, including oversight of the annual budget process and the production of annual audited financial reports. He came to Bates after 10 years at Harvard University where he spent five years as the budget director at the Harvard Business School before moving to Harvard Law School for more than five years as the associate dean for finance and the chief financial officer. In roles outside of higher education, Geoff worked in economic consulting and merchant banking. He earned his B.A. from Amherst College and his MBA from Harvard Business School.

In addition to time with the CMH board, Geoff is also on the investment committee of a local foundation improving the lives of people in Maine.  Several of Geoff’s family members work in healthcare, and he has developed a deep appreciation for caregivers throughout any healthcare organization from his father’s 30-year experience with a traumatic brain injury.

As a Central Maine Healthcare Board Director, Geoff has strong essential competencies including: Experience governing or leading an organization through financially challenging environment/industry in transition, financial/accounting expertise and leadership experience in larger not-for-profit or public sector entity.

Linda Pepin

Board Director, Central Maine Healthcare

Public Relations Leader

Linda is a detail-oriented strategic communicator with a calling to serve. She has more than 25 years of experience as a public relations practitioner and leader–stateside and overseas–as a U.S. Air Force officer. She earned an undergraduate degree in aeronautical engineering and a master’s degree in communication. Linda is also a graduate of Air War College and completed Advance Joint Professional Military Education in Norfolk, Virginia.

Since retiring from the Air Force, Linda has worked as a corporate communication contractor, dabbled in sales and marketing and enjoys part-time employment at a local church.

Linda serves on the board of Beautify Rumford, fills in as a substitute teacher, and volunteers where needed in the community. She enjoys hiking and loves getting her hands dirty, literally, donating fresh produce from her garden to the food pantry to compensate for a heavy hand at planting time.

Larry Merlis

Board Director, Central Maine Healthcare

Retired Healthcare Executive

Larry Merlis joins the Central Maine Healthcare Board with 45 years of experience in the healthcare industry. Most recently, he was executive vice president for Strategic Partnerships, Ventures and Innovation at Thomas Jefferson University. Larry was also chief operating officer at Jefferson Health, a multi-state nonprofit health system.

Prior to working at Jefferson Health, Larry was president and CEO of Abington Health in Pennsylvania and president and CEO of Greater Baltimore Medical Center in Maryland.

Larry received a Master of Business Administration at George Washington University. He has served on the boards of several hospitals, as well as the Workforce Investment Board of Montgomery County, Pa.

While Larry and his wife, Ryder Wood, currently live in Pennsylvania, Ryder’s family is originally from Maine, so they have a strong affinity to the Pine Tree State. They both enjoy spending time during the summer boating on the Chesapeake Bay.

Steven G. Littleson, DBA

President and CEO, Central Maine Healthcare, President, Central Maine Medical Center

Dr. Littleson joined CMH in 2020 after serving as regional president of Jefferson Health in Philadelphia.  Prior to that position, he served as president, hospitals division for Hackensack Meridian Health in New Jersey. He has held senior roles at Meridian Health and Southern Ocean County Hospital, both in New Jersey, as well as at Sentara Healthcare in Virginia.

Dr. Littleson served as an officer and chairman of the boards of the New Jersey Hospital Association and the New Jersey Council of Teaching Hospitals. He has served on the boards of numerous community service organizations including Boy Scouts of America, United Way, Rotary International, the American Red Cross, and Big Brothers Big Sisters.

He currently serves as an adjunct faculty member of New York University’s Robert F. Wagner Graduate School of Public Service and he has been a regular guest lecturer for the Peking University Executive MBA program in Beijing, China.  Locally, he serves on the board of the LA Metro Chamber of Commerce and the Maine Hospital Association.

Dr. Littleson earned his Bachelor of Arts in business administration from Gettysburg College, his Master of Health Administration from Milken Institute School of Public Health at The George Washington University and his Doctor of Business Administration from Walden University.

An Advance Directive is a legal document that allows you to spell out your decisions regarding your end of life care ahead of time. The document provides important information for you to be able to express your wishes to family, friends and healthcare professionals if you should become medically unable to speak for yourself.

Living Your Last Years – Toolkits to help Mainers talk about end of life care. This online site provides helpful information, resources and important advanced care planning documents for Maine residents.

The Conversation Project – Features The Conversation Starter Kit, aimed at helping people overcome barriers to planning and to start talking to family and loved ones. Available in English, Spanish, French, and Mandarin.

Aging with Dignity and Five Wishes – Provides practical information, advice and legal tools for Advance Care Planning, including the “Five Wishes” Advance Directive. Also offers “Voicing My Choices: A Planning Guide for Adolescents & Young Adults” (in English and Spanish), a tool that helps young people living with a serious illness communicate their preferences to friends, family and caregivers.

American Bar Association Advance Planning Toolkit – This online toolkit answers basic questions about advance care directives, legal issues surrounding serious illness and decision making, and elder care ethics.

The American Bar Association has also developed the My Healthcare Wishes app, which offers unlimited storage and management of personal and family profiles and documents, including advance directives, living wills, health care powers of attorney, DNR orders, POLST documents (Physician Orders for Life-Sustaining Treatment), and related information (available for a small fee.)

The Center for Practical Bioethics – Offers downloadable resources, including the workbook “Caring Conversations,” as well as case studies and audio interviews about the importance of advance care planning.

Go Wish Game – Developed by The Coda Alliance helps stimulate discussion that would focus in a positive way on values and wishes about end-of-life care. The card game can be an effective tool for elderly people with limited cognition, and for people with limited literacy and limited skills in the English language, without seeming too simplistic for those with higher education.

Hospice Foundation of America – The website has extensive resources for clinicians and consumers on advance care planning, end-of-life care decision making, hospice care, and grief. Find state-specific Advance Directive resources for clinicians and consumers on advance care planning, end-of-life care decision making, hospice care, and grief.

MyDirectives.com – A service of ADVault, Inc., is a free online platform that allows consumers to digitize their voices and treatment priorities in a comprehensive legal advance care plan that is secure in the cloud and available 24/7 anywhere in the world. MyDirectives also features a Discussion Guide and Conversation Starters to help people have discussions with providers, family and healthcare agents and also offers a new mobile app.

National Hospice and Palliative Care Organization – The National Alliance for Care at Home is the largest nonprofit membership organization representing hospice and palliative care programs and professionals in the United States.

Caring Connections is a program of the National Hospice and Palliative Care Organization that provides free resources to help people make decisions about end-of-life care before a crisis.

National Institute on Aging Advance Care – Planning Tip Sheet that offers advice on advance care planning including helpful descriptions and definitions of medical situations that may occur and tips for considering decisions around treatment

No Surprises Act

What is “Balance Billing” (Sometimes Called “Surprise Billing”)?

When you see a health care provider, you may owe certain out-of-pocket costs, like a copayment, coinsurance, or deductible. You may have additional costs or have to pay the entire bill if you see a provider or visit a health care facility that isn’t in your health plan’s network.

Surprise billing is an unexpected balance bill. This can happen when you can’t control who is involved in your care—like when you have an emergency or when you schedule a visit at an in- network facility but are unexpectedly treated by an out-of-network provider. Surprise medical bills could cost thousands of dollars depending on the procedure or service.

Out-of-network means providers and facilities that haven’t signed a contract with your health plan to provide services. Out-of-network providers may be allowed to bill you for the difference between what your plan pays, and the full amount charged for a service. This is called “balance billing.” This amount is likely more than in-network costs for the same service and might not count toward your plan’s deductible or annual out-of-pocket limit.

You Are Protected from Balance Billing for the Following Services:

Emergency Services: If you have an emergency medical condition and get emergency services from an out-of- network provider or facility, the most they can bill you is your plan’s in-network cost-sharing amount (such as copayments, coinsurance, and deductibles). You cannot be balance billed for these emergency services. This includes services you may get after you are in stable condition, unless you give written consent and give up your protections not to be balanced billed for these post-stabilization services.

Certain Services at an In-Network Hospital or Ambulatory Surgical Center: When you get services from an in-network hospital or ambulatory surgical center, certain providers there may be out-of-network. In these cases, the most those providers can bill you is your plan’s in-network cost-sharing amount. This applies to emergency medicine, anesthesia, pathology, radiology, laboratory, neonatology, assistant surgeon, hospitalist, or intensivist services. These providers cannot balance bill you and may not ask you to give up your protections not to be balance billed. If you get other types of services at these in-network facilities, out-of-network providers cannot balance bill you unless you give written consent and give up your protections.

You are never required to give up your protections from balance billing. You also aren’t required to get out- of-network care. You can choose a provider or facility in your plan’s network.

You have the Following Additional Protections When Balance Billing is Not Allowed:

  • You are only responsible for paying your share of the cost (like the copayments, coinsurance, and deductible that you would pay if the provider or facility was in-network). Your health plan will pay any additional costs to out-of-network providers and facilities directly.
  • Generally, your health plan must:
    • Cover emergency services without requiring you to get approval for services in advance (also known as prior authorization).
    • Cover emergency services by out-of-network providers.
    • Base what you owe the provider or facility (cost-sharing) on what it would pay an in-network provider or facility and show that amount in your explanation of benefits.
    • Count any amount you pay for emergency services or out-of-network services toward your in- network deductible and out-of-pocket limit.

Cheryl’s story

Years ago, when Cheryl was sick with cold symptoms that wouldn’t go away, she wasn’t sure where to turn, so she called CMMC primary care. She was quickly seen by a local practice and received care from Dr. Michael Stadnicki.

“My husband and I are both patients of Dr. Stadnicki now, and we truly feel at home in this practice,” says Cheryl. “Our appointments never feel rushed, and our input is always valued. We are comforted by the fact that he has taken time over the years to get to know us. He treats each of us like a whole person. Dr. Stadnicki and the practice is well-connected to the specialists at Central Maine Medical Center, which gives us peace of mind for any medical issues we may face in the future.”

Kyle’s story

“I have two little girls at home, don’t let me die.” Those are the words Kyle Secor remembers saying to doctors at Central Maine Medical Center (CMMC) just before he lost consciousness and began a long journey he never imagined taking.

Kyle was injured in October 2023, the victim of a shooting rampage that killed 18 people. His severe injuries would require multiple surgeries and months of rehabilitation. Kyle spent six weeks in the hospital and endured 13 surgeries, during which time he and the hospital staff became close. When Kyle left to go home, CMMC staff lined the halls to wish him well. Kyle’s sister called it a “most glorious farewell.”

“It was emotional. Very, very emotional. Like, I mean, those people have been there for the six weeks I’ve been. And, I mean, I made a family,” Kyle said. “The nursing staff and the doctors have been absolutely amazing. I couldn’t be more thankful for what they’ve done.”“What a sight it was to see this brave patient leaving our hospital,” said Steve Littleson, Central Maine Healthcare president and chief executive officer. “He has been with us for six weeks, and in that time our doctors, nurses and other team members have formed a powerful bond with him. We wish him and his wonderful family all the best as he continues his recovery at home.”
